Thousands of residents will soon decide to continue property tax on Albuquerque public schools. On Tuesday, November 2nd, all registered voters living within the APS district boundaries will be presented with a specific question when they vote on Election Day: “Should the Albuquerque Municipal School District No Taxable Net Home Value and $ 4.344 per 1,000, $ 00 of the net taxable value of the non-residential property assigned to Albuquerque Municipal School District No. 12 for the wealth tax years 2022, 2023, 2024, 2025, 2026 and 2027 for the purposes of A. Construction, remodeling, addition, furnishing or furnishing of public school buildings B. Payments based on a school district or charter school financing contract for the rental of a building or other property with an option to purchase at a price reduced in accordance with the payments made C. Purchase or improvement of public school grounds D. Managing the projects undertaken under Sub-Sections A and C of this Section, including spending on building maintenance software, project management software, project oversight, and district personnel specifically related to the management of projects funded by the Public School Buildings Act will; provided that the expenditure under this paragraph does not exceed five percent of the total cost of the project; and F. Purchase and installation of educational technology enhancements, excluding the salary expenses of school district employees, but including the tools used in the educational process, which are learning and administrative resources, and which may also include: (1) satellite, copper and fiber optic transmission; Computer and network connection devices; digital communication equipment including voice, video and data equipment; Server; Counter; portable media devices such as disks and drives for receiving data for electronic storage and reproduction; and buying or leasing licenses for software or other technologies and services, maintenance information, equipment and computer infrastructure, techniques and tools used to implement technology in schools and related facilities; and (2) improvements, changes, and modifications to, or additions to, existing buildings or tangible personal effects necessary or advisable to accommodate or otherwise accommodate any of the tools listed in this subsection. “According to Capital Mill Levy and Bond, Albuquerque Residential Real Estate would tax $ 3.838 per $ 1,000 of net taxable value between 2022 and 2027 Auditors said, “APS gets one percent of that property tax.” Commercial real estate would also be taxed $ 4.344 per $ 1,000 of net taxable value. ” If it’s approved, your property taxes will stay the same. According to Capital Mill Levy and Bond, Albuquerque residential property would be taxed at $ 3.838 per $ 1,000 of net taxable value from 2022 to 2027.

“If you own a $ 600,000 home, the estimated value is a third of that, which is $ 200,000 in this example,” said Montgomery Dillavou, a chartered accountant. “APS receives one percent of this property tax.”

Commercial real estate would also be taxed at $ 4,344 per $ 1,000 of net taxable value.

“If it’s approved, your property taxes will stay the same. If it’s rejected, your property taxes will be lowered a bit,” added Dillavou.

GSP officials say the estimated $ 430 million bond will provide funding for educational technology, additional security measures, and much-needed renovations to school buildings.

Paul Gessing, a Bernalillo County resident and president of the Rio Grande Foundation, is concerned about the proposal. He notes that the school district has lost students in recent years.

“Do you need facilities for all of these students in the hope that they will come back in a year or soon after? Gessing said.

He added that APS school officials made no informational effort to alert parishioners to the issue when they voted in November.

Gessing says he only found out about the question on Thursday, September 30th, over a month before election day.

“There’s not a lot of information out there,” said Gessing. “I don’t know if it’s a strategic thing at this point or what the specifics are why we haven’t really heard about this particular subject.”

If voted no, GSP officials say the school district doesn’t have what it needs to compete with other schools in a global marketplace.
